Na2CO3 + H2O undergoes hydrolysis to partially form NaOh + H2CO3 . Naoh is basic. it turns solution basic

second reason is that Na2co3 is a basic salt since it is formed by the reaction of a strong base and weak acid. (Naoh strong base and h2co3 weak acid)
