a buffer is the solution which can resist change in pH towards acidity or basicity
buffer consist of a weak acid & it's conjugate base or a weak base & it's conjugate acid but NaCl is neither an acid or a base when it'll be added in a solution rather than making a salt as it's a salt itself it'll make an acid HCl or a base NaOH on reacting with water because both of these are strong acids 7 base so these will increase the acidity or basicity of the solution rather thean controlling it so it can't be used as a buffer
