When ionic compounds are in a molten state or dissolved in water, forming an aqueous solution, the ions that formed the ionic compounds dissociate and hence, are able to move around freely, thus able to conduct electricity.

In liquid state/ molten state / in solutions the ions are loose and free to move in fluid. Therefore they can move freely towards terminals / plates of opposite polarity. This physical movement of ionic charges results in current.
