Torrid zone experience the direct and vertical rays of the sun. Ahmedabad and Kolkata are able to see the noon Sun exactly overhead in a year but not Delhi because Ahmedabad and Kolkata passes through tropic of cancer and the sun is exactly overhead in the tropic of cancer.

The Sun's apparent movement towards the north and south of the equator is within the tropics…(Tropic of cancer to Tropic of capricorn) the places located in within this can see noon sun directly overhead twice a year…since ahmedabad and Kolkata are below tropic of cancer andabove equator so these stations could see it but delhi is North of the tropic of cancer…. 29 degree appx. So it could not see noon sun overhead at any time of the year..
