Ahmedabad and Kolkata able to see the noon Sun exactly overhead twice a year but not Delhi because:

1.Kolkata and Ahmedabad is located very close to the Tropic of Cancer and as such both the places see the noon exactly overhead in a year. 

2.Delhi, on the other hand is located far north of the Tropic of Cancer and does not enjoy it. 

3.Any place within the tropics will see the sun overhead at noon twice each year. The tropics themselves will see it only once each year.

4.Outside the tropics, the sun will never be directly overhead. In the northern hemisphere, the sun will be directly south at noon.
