why are all alkalis base,but not base alkalis?

If a base does dissolve in water it call an alkali.eg-copper oxide is a base because it will react with acids and neutralise them,but it us not an alkali because it will not dissolve in water.Sodium hydroxide is a base because it will react with acids and neutralise them............

All base does not dissolve in water and the base which dissolve in water are called alkali
