why are all elements in group 18 relatively unreactive whereas those in group 17 are very reactive

the elements in group 18 are inert i.e. they have valency zero, their outermost shell is filled completely and so they donot want to bond with other elements. The elements in group 17 are very electron hungry and they need an electron more to attain stability.
