Why are all flowers are not called as a complete flower?

Answer:

A complete flower is the one that has both male(anther) and female(pistil) reproductive parts along with sepals. Not all flowers have each one of these which is why they are not 'complete'

eg. sweet corn, american holly are incomplete flowers
