Why are alpha and beta particles not emitted simultaneously?

They can. Some isotopes can decay both via alpha and beta decay (through one is usually dominant). Also: decay products are often radioactive themselves, and may decay in a different way than the parent isotope - effectively you'll see then both alpha and beta decay products coming feom the same piece of radioactive substance.
