why are bolanglossus placed under protocordata n not under vertebrates

In Balanoglossus, buccal cavity gives rise to a tod like buccal diverticulum which is considered as notochord. But it is not notochord. Notochord and vertibral is absent. Hence it is placed under protochordata.
