Stupa- Stupa, Buddhist commemorative monument usually housing sacred relics associated with the Buddha or other saintly persons.
Buddhist stupas were originally built to house the earthly remains of the historical Buddha and his associates. They contain remains of Budhha or other associate of him.
Chaitya- Its a prayer hall of Buddhist monks to pray here. At one end of Chaitya, mostly Budhha statue or any other associate used be present there.
Hence,they are sacred.
