Hello,

Yes, it is true that both Mexico and China elections at every fixed intervals in their respective countries
Despite that they are considered as Non democratic countries.

Democracy can be defined as a form of government which is for the people, by the people and of the people.
But,
There are certain more conditions for calling any country democratic.
Under that their is a condition that the elections must be free and fair.

But,
In China, for contesting elections one must get the membership of the Chinese communist party. Hence, there is no multi party system there.
Hence, we cannot call it democratic.

In Mexico the elections area held after every 6 years.
The party which is winning the elections every time is PRI(Institutional Revolutionary Party)
This party adopts all the malicious practices to win the elections.
The malpractices include
Changing of booth at the last minute of elections, Booth capturing, Purchasing votes and forcing the government school teachers to force the parents of the students to give their vote to PRI.
This results in the win of PRI every time.
Hence, the elections are not free from government influence as well as fair.
Hence, if can't be called as democratic country.

Hope this will be helping you....
