Why are China , Astoria and Saudi Arabia not truly democratic?

In china elections are regularly held after every five years to elect country's parliament called national peoples congress who has the power to appoint the president of the country. There are nearly 3000 members from all over China who elect the president before contesting in election the candidate need the approval of Chinese communist party and only the members can can contest in elections . Democracy must be based on free and fair election where those currently in power have the chance of losing .
In Saudi Arabia the women didn't have the right to vote until 2015 . In democracy each adult citizen must have one vote and each vote must have one value
in Astorai the elected official attempt to manage instead to lead the outcome of inevtiably becomes a disaster . The electing board take day to day operations and decision making which should the the sole provision of executive director of the country
