Answer:

"China, Estonia and Saudi Arabia" are non democratic countries even though they declare themselves as democratic because::

CHINA

China is a non democratic country because china has "only one party" which participates in election which is the "China National congress". Since there is "only one party rule", China is not a democracy.

SAUDI ARABIA

Saudi Arabia has universal Adult Franchise in which women are not allowed to vote. As freedom and equality to vote is absent, Saudi Arabia is not a democracy.

ESTONIA

Estonia does not give equal voting rights to all of its citizens and minority communities find it difficult to vote . Hence Estonia is not a democratic country.

'China', 'Estonia' and 'Saudi Arabia' are not true democracies though the right to vote does exist in all these countries.

EXPLANATION:

In China, before an election can be contested, one needs approval of the "Chinese Communist Party". In Saudi Arabia, women did not have the right to vote till 2011.

However, it was declared in 2015 by the king that women will have a right to vote. In Estonia, the Russian minority finds it difficult to get the right to vote. These countries therefore are non-democratic though they call themselves democratic.
