why are China Estonia and Saudi Arabia non democratic countries though they declare themselves as democratic? explain

Even though they declare themselves democratic,
it's not necessary that their means of forming the government or executions may be democratic
For eg: China declare themselves to be democratic but the election involves only one party and hence does not offer choice to the citizens for voting-this is undemocratic
