Why are coal and petroleum considered as a natural resources?

coal and petroleum are available directly in nature and they are formed by natural processes ,

so therefore coal and Petroleum can be considered as natural resources:-)

because they are forming naturally and those are not artificial .
and these are coming from the nature itself . and these are formed by the dead vegetation , heat , etc....
