Why are countries of middle east though rich are not considered developed?

per capita income is not the sole determining factor of development.other factors along with income like health status, educational level , security etc also determine development in which the level of middle East countries like Iraq ,Iran ,Arab etc is not up to the level so they are not considered developed.
