Why are countries of the middle east not called developed in spit of high per capita income?

there IMR is hight n Literacy Rate is less

& Net attendence ratio is also less etc...

Because the income of only specific persons add to the total income of the country. Also, literacy rates and other such factors are low and as a result, do not add to the country's human developmental index (HDI).
