Why are countries of the middle east not called developed in spite of high per capita income?

The gap between rich and poor is very high,
Though per capita income in Middle East countries is very high but there is unequal distribution of wealth.
These countries have high per capita income due to oil production. So they have only one major source of income.
Countries in the middle east have become rich only with the help of the resources available. They are not developed because they lack other developmental facilities such as health care facilities, education, etc. These countries are behind in human development.
Their literacy rate, life expectancy at birth and other similar parameters do not match those of developed countries of the West.
The probable reason is that they have become rich nations recendy due to sharp increase in the price of oil, but their society has not developed accordingly. Most of the wealth is accumulated in a few hand, so, the society has widespread inequality.
