Hurricanes, Typhoons, Cyclones etc are all heat driven circular storms. Their source of energy is water vapour rising rapidly and punching through the next layer of the atmosphere where cool air is then forced dwnwards, this is then started spinning as winds push the collum to start rotating it. In order to have enough water vapour the ocean temperature should be above 23 degress centigrade. if it is too cold, there will not be enough water vapour to cause a cyclone to form. 

Ocean temeratures only reach 23 degress in tropical areas
