in democracy the government has to work according to the will of the people and the consent of the people which is expressed through their representatives in the houses of the government is very important...
so a decision is made only after consulting all the aforesaid personnels and the head of the country also if any law or important decision has to be made..... so it takes time in all formal things... u know..

In democracy decisions are often delayed. democracy means where all the people opinions are included and investigated and finally the best decisions are selected. these decisions are taken after much debate and deliberation.due to this reason decisions are often delayed.
