Why are decisions taken by democratic government effective efficient and transparent ?

Democracy is the best form of Government and it has no competition with other forms whatsoever. But there are some drawbacks of a Democratic Governement -
1. The decision-making process in a democartic government is very slow as the idea of Democracy is based on deliberation and negotiation. Such decisions take a lot of time as there is a debate on everything.
2. In a democratic government everything is usually driven by majorities and this usually leads to conflicts between majorities and minorities as minorities dont get equal representaion and say in the goevernment functions.
3. A democratic government is not very transparent and the people dont know how decisions are taken and how the government functions.
