Answer: Because in democratic form of government, there is no need of qualification to become a leader therefore there are some decisions which an educated person can take for the smooth functioning. For example- an educational minister may not be knowing everything about the educational system therefore there will be a guide who will be responsible for the educational minister's decisions.
