They are coated with PVC because the wires are made up of copper or any other metal which is a very good conductor of electricity,a very large amount of electricity passes through the wires.
If we touch those highly conductive wires then electricity will flow from a body at higher potential (wire) to the body at lower potential (human body).
WE USE PVC, AS PVC IS AN INSULATOR THAT DOESN'T ALLOW THE ELECTRICITY TO FLOW THROUGH THE BODY
