factory wastes are neutralized because they cointain acid and also bases if these wastes are not neutralized than they can kill aquatic life and also can made the water unhealthy

The wastes of factories contain acids. If acids are disposed off in the water body, the acids will harm the organisms. So factory wastes are neutralized by adding basic substances.
