why are farmers committing suicide despite of taking some welfare steps by government of India

traditional farmers grew crops which were suited to the soil and the climate of a region. They had their own seeds and used manure from their cattle to replenish the soil. They also alternate the crops as another mechanism to replenish the soil naturaly. (E.g. growing groundnuts) 

But during the green revolution (Green Revolution in India | Wikiwand) farmers have been encouraged to use high yield seeds which require pesticides and fertilizers as well for generating the high yield. Thus farm input costs increased. Most farmers need to borrow to invest in fertilisers and pesticides. They hope that a good crop will help them clear this debt.

Given that banks wont lend it to them, they borrow from money lenders who charge a higher interest rate. Trouble arises when crops fail either due to lack of rain or when it is damaged by natural calamities like flood or unexpected rains during harvest.

There is great pride associated with the profession. Failure means a loss of respect in the society. Also the prospect of losing their land which is the sole known source of income puts them to shame. Complete helplesness coupled with government apathy drives them towards suicide.
