It took millions of years for a dead organism to convert into a fossil, fossils found nowadays are actually millions of years old and if an organism dies today, it would take millions of years to become a fossil.
Now as millions of years is lot more than lifespan of an individual human, so fossil fuels are called finite resources.
Also if all the fossil fuel is used (Think) then we will not get more throughout our lifespan.
Hence it is a finite resource
