Germinating seeds are used in the experiment because they are continuously respiring and liberating CO2 that is absorbed by the KOH solution used in the experiment which forms a vacuum in the conical flask as a result of which the water in the bent tube is pulled up.
2) If instead of germinating seeds, boiled seeds are used, they will not release any CO2 as they will no longer respire and thus the water in the bent tube willnot be pulled up.

if boiled seeds are used they will not produce any co2 as they no longer involved in the process of respiration, thus water in the bend tube will not be pulled up.
