why are heaters fitted near the floors and air conditioners, near the ceiling of a room?

Gas have a tendency of going up and usually the source of heat is a fireplace or heater hence why it is logical to keep on the floor.On the contrary, the AC has cooler air therefore it is placed above. A side benefit is that it makes the surface area of cooling greater :)
