why are holes made to hoardings and banners?

the hole are made so as to make space for the air to pass through as if this is not done then high intensity wind might cause the banner to torn off.

the holes are made in banners and hoardings in order to cope with the  air pressure, air moves through the holes helping the banner to remain in its place and do not get torn off
