There are many reasons for this1. The trade winds bllow off shore - classic example is Sahara. If you see the map, the prevailing winds are Northeast Trades. As they blow from the North east at roughly 30deg latitude, they become dry
2. The Cool Canaries flow alongside the west coast of Africa Cool currents kee the air over them close to the surface of the sea and condense as mis or fog rather than as clouds.
3. Deserts also lie in the rain shadow of mountains. The Mojave is in the rain shadow of the Western Cordillerra Ranges, Atacama in the rainshadow of Andes
In one season it is off shore winds and in another season it is the rainshadow effect while all the while the cool currents are there. So the opportunity for rain is less. As there is less rain, vegetation is less and so atmospheric humidity augmented by transpiration is also less.
