Because dropping a nuke will cause destruction not only to ISIS bases, but also to neighboring areas and countries, including India also.
A nuke will deplete the Ozone layer, and therefore lead to Ultraviolet rays entering the atmosphere, which will lead to cancer, and extinction of Human species and all living organisms. India has a policy not to use Nukes (NFU) policy.
