Infrared waves have a frequency that is lower than of light, hence the constituent matter of infrared particles constantly vibrates(i.e.not only the electrons but in fact the all of the atoms and molecules aswell ).
Due to this vibration an increase can be observed in the internal energies of the wave matter in turn producing heat energy from within.
Due to this property of infrared waver, they're also referred to as heat waves !!!!!!

Because they called entire atoms and molecules to vibrate when they encounter an object . The vibration of atoms and molecules increases the internal energy and temperature of the object
