They are called partially heterotrophs because, they consume insects. Only plants which make their own food without any other sources other than sunlight, water, chlorophyll can be referred to as completely autotrophs. Insectivorous plants also use these materials but they also rely on insects to obtain their nutrition. This is why these plants are called partially heterotrophs.

Insectivorous plants prepare food by themselves, but they lack some of the vital nutrients such as nitrogen since they grow in soil where nitrogen is deficient. They eat some insects and thus make up for these nutrients. Hence they are said to be partial heterotrophs.
