One of the functions in using simple present tense in sentences is to describe or to state the actions or events, that can be a routine or a habit. We use simple present tense in instructions because the steps of actions or events are provided in present, real time. It could be something that is to be carried out upon reading or listening when the set of instructions is provided.
For example, (1) in the instruction, “Read the first sentence.” It is given to a learner by an instructor to begin her/his reading. (2) In a different instruction, “In 200 metres, keep left” is given by the app, Waze; and (3) in a baking recipe, “Mix ingredients A and ingredients B in the same bowl.”
