why are jute plants cut at flowering stage and not on complete maturation

because at final stage jute became hard and get damage, it does not became suitable for making rope so it is cut at flowering stage.

during flowering stage the stem of the jute plant has more fibres and the quality of the fibre will be very good and strong.if the plants are allowed to complete maturation then fibre will be coarse .
