The success of administrative reform depends upon the government's ability to present strategic reform on the basis of vision in consultation with the wider sections of society as well as effective communication to the stakeholders and people about the need for reform and likely benefits from it. It discusses the relevance of these models to India's conditions and the strategies for reforming Indian administration.
