Metals are good conductor of electricity because they have very large number of free valance electrons whereas glass has no free electrons to conduct electricity. So metals good conductor whereas glass is a bad conductor of electricity.

metals are good conductors of heat and electricity because we know that electricity requires flow of charges I.e electrons, so metals have the tendency to loose electron and hence form electropositive ion so conduct electricity. While glass being a non metal does not conduct electricity because non metal can't loose electron they gain electrons
