Metals are low resistance and so they can carry charges through the movement of electrons. but not all metals are good conductors.

Conductivity of metals
Metals are good conductor of electricity because for electricity to get conducted through a substance, it needs free ions and electrons. It conducts electricity in molten and solid states.
The electrons which are present in outermost shell and are loosely bounded as the attractions towards nucleus is very less. So, on applying heat the electrons becomes mobile and conducts electricity. Atoms in the metal forms a matrix through which outer electrons move freely.
