Ores are minerals from which the metals can be extracted out profitably.
All minerals are not ores. The minerals when extracted give a desired amount of metal which is profitable and the cost of extraction and mining is lower than the selling price , then the ores are extracted.
Thus minerals are only mined in places with ores.
