Hydrogen cation from anode moves towards the negatively charged electrode that is towards the cathode. On reaching cathode hydrogen cation accepts electrons and get reduced to hydrogen gas through reduction reaction.

At anode ;

2OH^-\rightarrow \frac{1}{2}O_2+H_2O+2e^-

At cathode:

2H^++2e^-\rightarrow H_2

As can be seen, for every two moles of water, at anode half mole of oxygen gas is evolved whereas at cathode 1 mole of hydrogen is evolved.
