why are most villages in india are not yet 'modern'?

most villages in India are not yet modern because they don't have proper planning and government is not recognizing such kind of areas. and most of the villages are slum areas and they occupy unrecognized land and government is not taking any developmental activities regarding villages

Most of the Modern villages in India are not modern because in villages there are very fewer opportunities in education, employment etc. People there mainly engage in agricultural practices thus they want their children to help them in the field. Consequently, they do not send their children in schools. In the long term, this makes a lack of education in the new generation as well as leading them to follow the traditional farming occupation. All this makes a village to be a village and not a modern village.
