mountainous regions are sprsely populated as it doesn't have much fertile land thus agriculture is not possible. It don't support transportation and urbanization . Settlement is not so possible because of lack o educational and jobs facilities. Network is not catchable . it Aldo have harsh climatic factors so it is difficult to live in mountains.

Normally human being settles in a regions that have optimum conditions. Hilly or mountainous regions are normally uninhibited because mountain regions have high altitude with very low temperatures ,the temperatures does not favour human survival. Sometimes the regions around mountains are ragged which cannot favour any economical practices to be acted on.
