Hey friend,
We know that atoms are having free electrons which an atom can gain or loose so as to complete 8 electrons in shell or octet
When an octet is formed and atom is stable it forms noble gas.
Now as the atom is stable it can't gain or loose electrons anymore and it can't combine with other atoms so as to form new compounds.hence, noble gases are unreactive.

Because they will not be any vacant electron present in the last shell of the atom example helium (He) it's electron configuration is 2,0 we know that the first shell can have only 2 electrons that means that they cannot form an ion or say they cannot donate or gain any other electron
