Why are north eaatwen states preferred for palm cultivation?

Indian Goverment recently is pushing for palm cultivation in the northeastern states of Assam, Mizoram and Arunachal Pradesh to increase production which if imported costs the country millions annually. By expanding oil palm in northeast it aims to serve the larger purpose of oil security.
Oil palm is considered as an ideal crop which is capable of achieving conservation of soil and moisture, repair of degraded land, provide ecological balance, and also food security of rural and urban poor. Oil palm will enhance economic development of farmers.
