Command-and-control is a walking corpse that hasn’t realized it’s dead yet. As Dee Hock explains (far better than I can) in his “Birth of the Chaordic Age”, c-and-c is simply incapable of handling, processing, and managing the sheer volume of information that we have to deal with today.

A very important additional aspect that he missed, however, is that a foundation premise of c-and-c is the ability to control the flow of information. Technology has made such control impossible - anyone with the time, knowledge, inclination, and computing power (and nearly everyone has access to such computing power these days) can gain access to any information that exists anywhere in any organization.

When you can’t maintain control over information, command-and-control becomes essentially impossible.
