The Tropic level refers to Organisms
The Food chain in the first case is Divided into , Producers, Herbivores, Carnivores, Omnivores, And Decomposers
Hence it will obviously have animals related to these groups , so that's why there are only 4 or 5 tropic levels

it's has a very critical answer.
you have read that only 10 percent of energy is passed to second tropic level. next the energy which is transferred,thats of10 percent is transferred to third tropic level. and so on.
this is not a sufficient energy for the life. so only 3 and4 can exist
