Civilizations are large groups of people who have a common link - language, geography, etc, and civilizations break down into cities and towns. Large groups are an unnatural environment for people because their biological structure is tuned to an egalitarian tribe of 100–150, so morality evolved as a mechanism to allow human beings to function in this unfamiliar environment. Civilizations came into being because humans were willing to make tradeoffs for the benefits of living in a city. One of these benefits is safety. In the city you have a police force to protect you; in the wilderness, you don’t.

Safety and order are cousins because loss of order, like in a revolution, makes human beings unsafe. They could be killed. Order is necessary in a civilization because it’s structure requires it. How could commerce exist without order? If I want a new shirt and steal one rather than buying it, I am disrupting order.

History shows that about 97% of people in a population behave. In other words, 3% commit crimes or disrupt the function of the society, because they can’t or will not conform. The fact that 97% of the people do conform in a large population group, shows that it’s evolved structure is compatible with human behavior.
