Why are parliamentary standing committees not able to fulfill their potential?

In democratic countries such as South Africa ,the legislature or parliament plays an important role.The parliament members are elected to represent people of the country.They are the voice of the people.

In every after five years the people get a chance to vote for a new parliament,each parliament is numbered.

The parliament consists of two houses which is NATIONAL ASSEMBLY and NATIONAL COURT.Each houses have their own distinct role and functions as set out in the constitution.There are many instances when the two houses work together which is  called ''join business''.

For some reasons we can say for them not fulfilling their potentials is just because of their work they have and which they make their work as if money is the answer to their every column of potential.

What they do now is they put money first than their potential jobs or opportunities.
