this is due to inertia of motion. when the speeding bus stop suddenly lower part of the body in contact with the seat stops .The upper part of the body of the passengers tends to maintain the uniform motion. Hence the passengers are thrown forward.

This is why heavy objects are difficult to push or pull, it is because they have more mass hence more inertia so they want to stay where they are.

So when bus is moving at a certain velocity, then passenger inside it is too moving at the same velocity, but when the brakes are applied the bus stops moving but the inertia of passenger wants to be at that initial velocity, so passenger gets pushed forward or backward.
